Senior Officer Project Financial Management

Job Description:
Senior Project Financial Management Officer is responsible for supporting end-to-end project procurement and project cost control activities. This role covers quantity take-off, sourcing and purchasing of project materials, price analysis, specification analysis, and preparation of standard specifications for bidding, as well as supporting cost estimates, budget monitoring, and payment processes for projects. This role works closely with Design & Technical Services (DTS) team, and suppliers to ensure materials are procured accurately, cost-effectively, and in line with project timelines, quality standards, and budget.
KEY RESPONSIBILITIES:
- Support the preparation of preliminary and detailed cost estimates and budgets for projects.
- Support monitoring and control of project costs, and help prepare monthly cost reports.
- Perform quantity take-off from drawings and specifications to determine material and work quantities required for each project.
- Source and purchase project materials, FF&E, OS&E, ensuring correct specification, quality, price, and delivery timeline.
- Analyze and compare prices from suppliers and contractors to support cost-effective purchasing decisions.
- Analyze technical specifications (Spec) of materials and equipment to ensure they meet project requirements and standards.
- Prepare Standard Specifications (Standard Spec) for use in the bidding process.
- Prepare bidding documents and coordinate the tender process with suppliers and contractors.
- Compare quotations and bid proposals, and support price negotiation with suppliers.
- Coordinate with project teams, and related departments to ensure procurement aligns with project requirements and timelines.
- Prepare purchasing reports, cost comparison reports, and procurement documentation.
- Maintain accurate procurement records, supplier information, and price lists.
- Monitor order and delivery status to ensure materials arrive on time.
- Manage and process Purchase Requisitions (PR), Purchase Orders (PO), and Goods Receipts (GR) in the ERP system and other related systems.
- Support the supervisor in other project finance and procurement duties as assigned.
KEY REQUIREMENTS
- Bachelor’s degree in Civil Engineering, or a related field.
- At least 5 years’ experiences in this role.
- Experience in quantity take-off, quantity surveying (QS), or project procurement.
- Experience in price analysis, specification analysis, and preparing standard specifications for bidding.
- Basic knowledge of cost control, budgeting, or project finance is an advantage.
- Good negotiation and communication skills.
- Proficiency in MS Office, especially Excel.
- Familiar with ERP or procurement systems is an advantage.
- Strong organizational skills and ability to handle multiple projects.
- Detail-oriented, responsible, and able to work well with a team.
